An emotional support animal (ESA) is a US legal term for a pet which provides therapeutic benefit to its owner through companionship and affection. Emotional support animals are not specially trained to ameliorate disability as psychiatric service dogs are. They require only as much training as an ordinary pet requires in order to live peacefully among humans without being a nuisance or a danger to others. In the U.S., two federal laws grant special rights to some owners of emotional support animals.
The Air Carrier Access Act establishes a procedure for modifying pet policies on aircraft to permit a person with a disability (including emotional) and a letter from a physician to travel with a prescribed emotional support animal so long as they have appropriate documentation and the animal is not a danger to others and does not interfere with others (through unwanted attention, barking, inappropriate toileting, etc.).
The Fair Housing Amendments Act of 1988 (42 USC 3601, et seq.) establishes a procedure for modifying "no pets" policies in most types of housing to permit a person with a disability to keep a pet for emotional support. The qualified applicant may either make a verbal request, or send a written request of reasonable accommodation to the landlord, in either case with a letter from a physician. If the landlord refuses the request for accommodation, a complaint can be filed with the department of Housing and Urban Development or with the U.S. Department of Justice. In housing that allows pets but charges supplemental rent or deposits for them, these fees must be waived. The ESA's owner can be charged for actual damage done by the animal, but they may not require the applicant to pay a fee or a security deposit in order to keep the animal.
Emotional support animals do not have the right to go anywhere other animals are not allowed with the exception of the two examples above.

The Fair Housing Amendments Act of 1988, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act protect the right of people with disabilities to keep emotional support animals, even when a landlord's or Association's policy explicitly prohibits pets. Because emotional support and service animals are not "pets," but rather are considered to be more like assistive aids such as wheelchairs, the law will generally require the Landlord or Association to make an exception to its "no pet" policy so that a tenant with a disability can fully use and enjoy his or her dwelling. In most housing complexes, so long as the tenant has a letter or prescription from an appropriate professional, such as a therapist or physician, and meets the definition of a person with a disability, he or she is entitled to a reasonable accommodation that would allow an emotional support animal in the apartment, condo or townhouse.

Traveling with your Emotional Support Animal
All U.S. airlines are required to accept most emotional animals for carriage in the cabin for no additional cost (which can exceed $100 each way) and emotional support animals never travel in cargo. . In accordance with federal safety regulations, the animal must be positioned so as not to obstruct a passenger’s evacuation in the unlikely event of an emergency. To bring an emotional support animal into the cabin, passengers should expect to provide current documentation (not more than one year old) on a mental-health professional’s letterhead stating: (1) the passenger has a mental-health-related disability; (2) having the animal accompany the passenger is necessary to the passenger's mental health or treatment or to assist the passenger with his or her disability; and (3) that the individual providing the assessment of the passenger is a licensed mental-health professional and the passenger is under his or her professional care. Emotional support animals must be trained and behave properly within the airport and on the aircraft. Passengers traveling with an emotional support animal cannot sit in an emergency exit seat. My last ESA & best bud, Boomer, passed away on Thursday morning, March 7th. He was a few weeks away from his 17th birthday. We had adopted a stray kitten in the winter of 2016 - Tobias "Toby." So now, my psychiatrist has authorized Toby to be my new ESA. I had originally ordered Boomer's tags here many years ago and was impressed with the service I received here. The Emotional Support ID's were for my daughter who has been diagnosed with severe depression, her rescue dog Bumble had been trained to be her emotional support animal family member by a certified trainer but the tags that she supplied at an extra cost seemed a little costly. So upon searching on the web I cam across Service Dog Tag and found all of their products for service animals to be fairly priced and of good quality. I already have been recommending them to people who are looking for these types of products so they can easily show that their animal family member has been trained by displaying their badge, tag or vest so they may accompany them where service animals are welcome.

I have the documentation that identifies my dogs as ESA's but the tags on their collars really help when we go into stores, etc. where dogs are not usually allowed. Once the store employee sees the tag they are much more understanding and allow me to keep my ESA dog with me.
